I would had preferred to stick with nvm since it's preferable to have a narrower scope tools in containers to reduce the security vector. However, we can swap tools in a separate PR.

This PR adds the initial implementation of a template Command which implements the ability to communicate over a Tailscale network. Everything is very thoroughly documented within the README and code itself!
